You can read here: "In 1969, the FIM changed its regulations in an effort to reduce spiraling costs in motorcycle racing.[3][7] 125cc and 250cc machines would be limited to two cylinders and 6-speed transmissions....." My question then: why did Kel carruthers win the 250 cc title on a Benelli Quattro?
