Footnotes in lead

I've restored the status quo to before the next-most-recent edit since potentially contentious facts in WP:LEAD can be footnoted, and these particular issues proved contentious in past discussions. Also, that edit did not, as stated, remove footnotes so much as rather erased needed quotes in footnotes that avoided contentiousness. Finally, there is no proper-noun "The" in Ad Council, and SmokeyBear.com has multiple "publishers" — more like sponsors — including not just the Ad Council but the US Forest Service and the National Assn. of State Foresters. It's clearly impractical and I would say unnecessary to put all three of them in every publisher field at every single SmokeyBear.com footnote. I ask the editor, now that this edit has been reverted, to follow WP:BRD and discuss the issue on this talk page so we can avoid a potential edit-war. --Tenebrae (talk) 14:10, 9 August 2019 (UTC)

smokey the bear
