2001 pre-investigation speculative triggers
Did the "controversial land reform program that was kicked off in Zimbabwe, followed by the September 11, 2001 attacks" alone cause the decline or was there a domestic land reform program in South Africa that caused the decline, as maybe read from this sentence, or may not be depending on how it is read?
