My copy of the 1st ed of Pevsner/Verey's Gloucestershire: The Cotswolds says that the church is by "S. W. Daukes & Hamilton" (presumably John R. Hamilton). I don't have the 2nd edition, so don't know whether the attribution has changed. Of course, "Daukes and Hamilton", the name of the firm (I assume), might disguise the fact that the design was by Daukes alone. "Assisted by Pugin and Hardman", however, is a bit misleading and seems to imply that they were involved in the architecture. My book on Pugin (by Phoebe Stanton) says of St Saviour that "Hardman and Pugin carried out the painting and gilding of the ceiling and reredos in the chancel", so they don't seem to have had any hand in the architecture. Better late than never, I suppose. My Verey/Brookes attributes the church solely to Daukes, "then of Daukes & Hamilton", and credits Pugin with the design of the chancel roof decoration and Hardman with its execution.
