1. The person has received a notable award or honor, or has been often nominated for one.

As a journalist, he falls under the category of Creative Professional:

Section 5 (c) - has won significant critical attention

Smart has been provincially and federally recognized for his work on two major news stories, the sinking of the Queen of the North and the Robert Pickton murder trial. Both stories garnered significant international attention and his in-depth coverage earned him awards for each story.

Lastly, he is a full-time news reporter for CTV British Columbia, appearing regularly on the News at 6:00, and is often chosen to cover, specifically, important political events taking place across British Columbia.
