(1) What happened to the previous talk page? (2) It seems strange to use a term, "subprefecture", that has no Japanese equivalent. Why isn't this article called "Local offices"? Why impose a term borrowed from France in relation to a country to which it does not apply? (3) The whole of Hokkaido is governed by local offices, whereas in every other existing case the offices are responsible only for certain remote or island sections of a prefecture. Doesn't this difference matter? Even if (arguably) "subprefecture" can be applied to the Hokkaido case, how can it be applied anywhere else?

I suggest dividing the article in two: one covering Hokkaido and the two historical cases in which subprefectures covered the whole of a prefecture; the other covering all the other cases, which are not really about subprefectures (assuming the term is useful at all) but about branch offices for remote areas.
