I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.

<Cityname> <City>[edit]

There is a discussion regarding the removal of the word "city" from the article titles of Philippine cities. This may imminently affect the article name for Surigao City. For city names which are not unique, disambiguation alternatives are also being presented. Formal request for page move may follow after a reasonable time of discussion. Lead image[edit]

An anonymous IP editor keeps on removing the lead image, shown at right, as well as the city's nickname. The reason given is that "Photo of NEMCO is NOT representative of Surigao City" (no reason given why the nickname is removed along with it). But clearly the photo is not just of the NEMCO building but of a busy downtown intersection. That makes it certainly a suitable lead image for Surigao City, especially since there is no other free image available. Removal of valid content is vandalism, so if this image is not suitable, let's have a discussion here before removal. I invite comments whether or not this image should be removed from the infobox. Even better would be if Surigaonons would take more photos of the city and upload them to Commons:Category:Surigao City. -- P 1 9 9 ✉ 14:35, 21 April 2014 (UTC)[reply]
