Propose merge with Spoliation of evidence[edit]

Fundamentally, they are the same. The distinction between tampering and spoliation seems to be whether it is a criminal investigation, or a civil suit. Both articles seems to be written from a U.S. perspective, and probably the distinction is only relevant there.
