This is intended as a stub. It was moved to draft by HitroMilanese because "it does not have enough sources and citations as written to remain published". I have since added the basic information needed for verifiability. If Wikipedia is to increase its coverage of water-related issues, especially in Africa, it is essential that there is a low barrier to creation of article stubs for important water development features like interbasin transfers.
