Population graph misleading - at the rate of increase of recent years Melbourne should reach about 5 million about the end of the next decade: in other words, it will add roughly the equal of half of today's Brisbane, or a whole Adelaide, or as many in the next decade as in the last quarter of a century. And if it keeps going at this rate it will be somewhere around 7 million in the next quarter of a century. (It will hit 4 million by the end of 2009.) There were 3 attempts to impose building regulations in Melbourne based on those in Sydney. Largely Victorians felt that these were unsympathetic. "Henry Moor his intention of moving, 'for leave to bring in a bill for regulating buildings and party walls and for preventing the mischiefs of fire in the city of Melbourne' and it is hoped that this effort will be more successful than those made on two previous occasions."^[1]

As such the date noted in the article 1847 is incorrect in-so-far as it was only a 1st attempt of 3. The third attempt in 1849 being the first true building act. It should also be noted that there was some local regulations by the Melbourne Council that had begun prior to 1847 but, again, it was not until 1849 that an Act, by the Legislative Council was made Legal.

The regulations that did stick came in 1849: No. XXXIX. An Act for regulating Buildings and Party Walls and for preventing mischiefs by fire in the City of Melbourne [12th October, 1849] ^[2]

A city of lockdown[edit]

So in 2020 and 2021 Melbourne was locked down for about 130 days all up?

[July 2020 is when it all began and there were some solid months until late October/early November 2020].

[then there was February 2021 and some other shorter, temporary lockdowns for a week or a fortnight].

The other locked-down city seemed to have been Buenos Aires.
