I believe Marcel Dekker was erroneous in moving the section (from the Project management article)

Total Cost Management Framework
In 2006, AACE published their Total Cost Management Framework- An Integrated Methodology for Portfolio, Program and Project Management.[2] This methodology was based largely on a proprietary methodology originally developed by Independent Project Analysts (IPA) [3] for Exxon circa 1980, and since adopted and adapted, becoming ubiquitous throughout the oil, gas and mining sector.
In this tested and proven methodology, portfolios of assets are optimized through the use of portfolios of projects, using project management as a delivery system, to support and enhance large, strategic or operational programs [4] in support of the business and strategic objectives of the organization.
The TCMF Methodology, while not available yet under open source licensing, is made freely available online for anyone to download at no cost through the AACE website.[5]

From Project Management. It is a methodology that applies to project management. I would suggest it be moved BACK to the definition of project management where it was originally posted.

Are you try to tell me the Total Cost Management Framework is not related the Total cost management. It seems to me the two subjects are exactly the same. Have you even taken a look before you made this comment. The introduction of this article even states:
AACE first introduced the concept in the 1990s and published the full presentation of the process in the "Total Cost Management Framework" in 2006.
It seems to me it is perfect match here.

Paul, whether that should have been moved here is less important that the fact that the section is erroneous.
