Fair use rationale for Image:Pyat rublei 1997.jpg

Image:Pyat rublei 1997.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.

USA/CHINA as an example?

The United States and China are in the beginning stages of a trade war.

  • In 2009, U.S. President Obama provided government money to the U.S. auto industry to keep it from collapsing.
  • In August 2009 the United States announced slapping tariffs on Chinese made tires.
  • Also in August 2009, in lieu of the slapping of tariffs on Chinese made tires, China claims they would begin an investigating to find counter measures due to the United States offering support to the U.S. auto industry. I can't see how slapping tariffs on China-made tires can help the US tire manufacturers and their jobs. I don't know about the US, but in Europe a major player in this market is the Koreans. Making China-made tires more expensive in the US by artificially slapping a tariff on them would simply mean many customers switching over to Korean-made tires. Even in China, Korean-made tires are popular. The only organisation to benefit from a tariff is the host government, and the cost is ultimately passed onto the host consumer. 86.176.119.142 (talk) 15:11, 1 February 2012 (UTC)
