The first paragraph is quite long; split it.
The first sentence of the lead should explain what it is, exactly. It just dives right into the information about the typhoon.
"Later that day the island of Agrihan was placed under a Tropical Storm Watch, before early the next day along with Tinian and Saipan, the tropical storm watches were upgraded to a Typhoon watch" I see what you're saying, but confusing as written. Reword.
Define "navtex area".
I gave the article a copyedit; read through again and make sure there's no other grammatical/spelling/punctuation errors. Especially double check comma usage, as I found many problems with that.

Since the other issues are done, and most of the article at least has been copyedited (caught a typo in the ce, lol), I am willing to pass the article now as it is, though you're certainly welcome to do a bit more copyediting on it if you find anything else.
