I believe that the system is operated by the Architect of the Capital and not by the Senate and the House. While it may be a little bit of a technical difference, the AOC is a historic position, who is directly responsible for everything structural and the grounds of the Capitol. He/She works for the US Congress, but it is distinctively different enough to designate them as the operator. Saying that the Congress operates the system would be similar to saying that the President runs the individual military units. Technically true, but in practice the generals run the units, and the President controls the commanders. Boufa (talk) 16:10, 18 March 2010 (UTC)[reply]
