Expanded to an article - Needs polishing[edit]

I expanded this to an article. Now it needs some polishing and sources. This should not be any more complex than it already is. Deeper information, like what "NTSC" is, and what "frequency spectrum" is, should be other articles. Links to these other articles, wherever they are, are needed.
