Merge to Japanese units of measurement[edit]

This micro-stub in its current state actually contains information that I was unable to find in the only source listed in the References section, and I was unable to easily find information about this particular topic. I believe this sentence (or one similar to it that is verifiable, with citations) would have more context within the History section of the larger article, Japanese units of measurement.
