- I think the butterfly lawsuit part is pretty hooky. However, I can't tell from the hook whether its timely completion is relevant to the lawsuit. That is the only concern I have.

- They aren't related in any causal fashion (other than, obviously, if the plant hadn't been built, it couldn't have gotten sued, lol). I would be fine with clarifying this in the hook (I'm adding ALT1). My thinking here is that it's pretty common to hear about projects running into unexpected setbacks, budget overruns, or other meme incidents; you hardly ever hear "This big public works project was finished on time and nothing stupid happened", to the point of it being a little surprising. Of course, a little after that, we have the contrast of the butterfly lawsuit, which is kind of wacky and unexpected -- at least to me. Ah, I see why. I think ALT1 would be best, followed by ALT2. My concern was that a project being completed on time is supposed to be commonplace, but some delays are pretty high-profile, especially the three projects you linked above [lul].
