Overall: Page is new enough, neutral, cited. The source does not support the claim, however. It only says he served in HK, not that he was an expatriate. Earwig has nothing exciting, just proper nouns. Page is long enough and no other issues were noted per DYK criteria. Ideally, can you add wikiprojects/an assessment template to the article? Thank you for your comment. I see your point here that the term "expatriate" may be confusing to some, as the term is usually used in the context of Hong Kong to distinguish the non-locals from the locals, even they are both British nationals. As per this news article, the successor of Brooks, Dicky Yip, was the first Chinese commanding officer of RHKAAF. How about I amend the hook as below?
