The purpose of commune start/end?[edit]

Hello there,

I've been going through articles deleting nested tables to fix articles per WP:Linter, and noticed that the three articles this template was used in all had a nested table.

After looking at the parts of the template, it seems that just {armorial commune} by its lonesome contains the entirety of the table needed for the template, styling included. Because of this, I removed the start and end {armorial commune} templates from those three articles - as expected, this removed the error I was seeing. It also did so without visually changing the output in any way.

With that being the case, is there any reason for {armorial commune start} or {armorial commune end} to exist? Alternatively, should some code from {armorial commune} be modified (i.e. remove some code from this template so the start and end armorial communes have a purpose again)?
