I think we ought to change this to allow for Nutation. It is being used by pages such as https://en.wikipedia.org/wiki/Antarctic_Circle to say where the Antarctic Circle is, not allowing for Nutation. We could use the formula for obliquity nutation in http://www.neoprogrammics.com/nutations/ based on the Julian_date but I have no idea how to code that.
