Order of parameters

I chose {{{1}}} as the article title and {{{2}}} as the user name. I have no specific reason for this (first hunch), so If you think that this should be swapped, please discuss here. Or, if you think it's ok, it doesn't harm to let us know either. ;-) Iceblock (talk) 07:17, 2 October 2014 (UTC)

I've made the first parameter (article title) optional, and removed the second (addressed user) altogether, since I don't think it's particularly necessary. Added to help desk templates
