Replacing SourceURL parameter with url and article[edit]

This template calls to the {{Include-USGov}} template, which uses the url and article parameters. However, this template was instead set up to use a single SourceURL parameter, which required putting a URL and article title in brackets, like so:

{{FAA.Gov|sourceURL=[http://www.web.site Website or Document Title]}}

I updated both the template and documentation to instead use the url and article parameters consistent with {{Include-USGov}}:

{{FAA.Gov|url=http://www.web.site |article=Website or Document Title}}

There were only a minimal number of pages that called the {{FAA.Gov}} template and used the SourceURL parameter. I manually updated them all, and as a bonus, added an article title to those that didn't have one.
