URLs have changed; template not working[edit]

The URLs and IDs used by the target site have changed:

Old type: http://www.admin.ch/br/dokumentation/mitglieder/details/index.html?lang=en&id=96
New type: https://www.admin.ch/gov/en/start/federal-council/members-of-the-federal-council/otto-stich.html

I changed the template and uncommented it, however the 113 pages using the template still need to be adapted, new usage is {{Swiss Federal Councillor|otto-stich}} instead of {{Swiss Federal Councillor|96}}.
