Ongarbayev Erkin Anuarovich (born 3 September 1961 Sholakorgan, Sozak district, Shymkent region (Turkistan Region), Kazakh Soviet Socialist Republic, Soviet Union) [1]) - Scientist, Juris Doctor, outstanding personality of higher education and science of the Republic of Kazakhstan. Autobiography[edit]
He was born on September 3, 1961 in the village of Shola, Sozak district, Shymkent region.
He graduated from secondary school 9 named after Kirov in the city of Shymkent
Finishing school in 1980, he graduated from the Karaganda Higher School of the USSR Ministry of Internal Affairs. He graduated with a degree in “Jurisprudence” in 1984.
In 1987 he was the Adjunct of Law Department at the Moscow Higher School of the USSR Ministry of Internal Affairs.
In 1990 he defended his dissertation on the theme “Classification of sciences and its scientific and legal significance” for the degree of Candidate of Juridical Sciences of the Republic of Kazakhstan.
He defended his dissertation on the theme “Theoretical problems of the classification of sciences in the scientific law of the Republic of Kazakhstan” for the degree of Doctor of Juridical Science at the Institute of the Russian Academy of Sciences (Moscow).
In 2002 he got a title of a Professor from the State Commission for Academic Degrees and Titles of the Republic of Kazakhstan. commission.

Opinions[edit]
Classics in higher education and science. In fact, it is worse then worthless, it consumes time and resources but returns no sales. This factor allowed to take the educational institution to a new level during the protracted crisis (2020)[8].
According to Y.A. Ongarbayev the Constitution of the Republic of Kazakhstan does guarantee the rule of law and stability to all nations. It meets the standards and allows everyone to solve their problems in accordance with the law. In addition, the scholar constitutional norms of each Kazakhstani citizen emphasize the right to life, thereby abolishing the death penalty in the country and supports the elimination of life level [9].
During the Chairmanship of the Scientific Committee, the issues related to the commercialization of new methods of organization of science in the country, including the results of scientific and technical activities, were discussed. Yerkin Anuarovich actively participated in the development of the law “On Science” [10].
The Ministry of Religion and Citizenship of the Republic of Kazakhstan, in the framework of the Committee on Religions (2017-2018), has supported the strengthening of the state in the field of religious propaganda and religious education in this area. The law has begun to make a number of changes and additions to meet the needs of the population [11].
During the work of the Council of Compatriots, the Council made significant proposals and recommendations to support foreign partners, improve their living standards and improve the national legislation on issues related to the Kazakh diaspora [1].
Moreover Y. Ogarbayev has many other contributions to the society:
- Development of higher education and law, including the right to study at the Kazakh Humanities University and the Prosecutor General’s Office of the Republic of Kazakhstan, which are among the leading universities in the country. The formation of the Academy of Defense was in the beginning;

Y.A. Ongarbayev has published more than 150 scientific works. Author of monographs, textbooks on educational law, criminology, theoretical issues of law, issues of education and research methods.
He studies the general theoretical issues of the classification of sciences, their socio-legal nature in the field of science; many foreign sources have contributed to the scientific circulation of the scientific law of the Republic of Kazakhstan, to the analysis of domestic and scientific legislation in the field of classification of sciences [17].
The categories of sciences were studied and analyzed in relation to their severity and scientific responsibility, as well as the role and importance of scientific classification in the classification of sciences.
The author has made a significant contribution to the development of science in the Republic of Kazakhstan as a result of many scientific works.
A scientific school was established in the field of science.
Under the supervision of the scientist there are three doctoral and seventeen candidate dissertation as well as PhD dissertation were defended.
