[1] [2]

The need to create SEMA arose when people who were hard hit by Boko Haram insurgents began trooping back to Maiduguri in search of much needed assistance from nearby towns and neighboring countries such as Niger and Cameroon. The radicals first began their reign of terror in Borno as early as 2009 and when the federal government got on board and lent some much needed security relief, much damage had been done in the entire state. It has been reported by SEMA officials that out of the 27 local governments in the state, 20 are uninhabitable.

According to SEMA's website, women and children make up the vast majority of the returning indigenous and because of these skewed numbers their efforts turned out to be significantly more challenging especially since in the 22 camps that are operational, no less than 126 live births are recorded every day. In a solemn voice amid the interview, Grema Terab deplored the predicament of a portion of the women and young ladies who were molested while on the run and a significant number of them wind up conceiving kids who were fathered in a most brutal way. [3]

However, he is quick to proffer that due to the shyness and close knit culture of the Kanuri people, the traumatized ladies do not consider such discussions to be appropriate and therefore, it is not openly discussed for all and sundry.
