The Changchun Film Festival (Chinese:中国长春电影节 [Zhong Guo Chang Chun Dian Ying jie] )is China's first film festival named after a city and the earliest film festival in Chinese history. The festival is held every two years. Sponsored and organized by the central municipal administration and Changchun Film Studio. It is summarized as the weighty government support festival among all the other Chinese film Festival.[1] .


Changchun film festival was Founded in 1992 with the approval of the National Radio and Television Administration (NRTA) [2]and is endorsed by the International Federation of Film Producer’s Association(FIAPF).[1] Besides, the mission of Changchun Film Festival is to collect new Chinese voices and cultivate new power of Chinese films (Changchun Film Festival, 2019). The highest reward is called the “Golden Deer Awards”.  Moreover, the “Changchun film festival “ and "China Golden Rooster and Hundred Flowers Film Festival”, “Shanghai International Film Festival, “Zhuhai Film Festival” are known as the four major film festivals in china.

Early History[edit]

Changchun Film Festival was launched in 1992 by the local government and Changchun Film Studio, co-sponsored by the SAPPRFT, Jilin Provincial Government, Changchun City Government[3]. Since 1992, Changchun Film Festival has not only developed into a representative of Changchun City but also one of the four major film festivals in China.

 In the same year that the Changchun Film Festival was established, Deng Xiaoping (China's top leader) 's southern tour in 1992, accelerated the pace of reform and opening up) further promoting the development of the Changchun Film Festival.The Changchun Film Festival has been advancing towards the international community.[4] In 1992, the festival awarded the Golden Deer Cup (Jin lu be) to the best film. By 1994, the festival has presented the Best Chinese Language Fiction Film Awards (Zui jia Hua yu Gu shi pian) as its highest awards[3].

Development[edit]

Changchun Film Festival became biannual, rotating with the Huabiao Awards since 2005[3].The festival has developed distinctively from the grand festival of Changchun Chinese film producers to the first film festival to the new power and new atmosphere of the 14th China Changchun Film Festival.[4]

In 2018, the Changchun Film Festival has witnessed the development and transformation of the modern Chinese film industry in 26 years. Changchun Film Festival has developed into a national film industry that integrates film, culture, economy, trade, technology and tourism.[4] However, after the establishment of the Changchun Film Festival, new film festivals were held, making the Changchun Film Festival no longer the only film festival in China. Changchun film studio, Changchun Film Group Corporation is the founder and organizer of Changchun film festival, located in Changchun. Changchun film studio was founded in 1946 during the civil war between the communists and nationalist [5] The studio is the cradle of China's modern film industry and the first registered film studio under PCR. The original name of the studio was called Northeast Film Studio[5]

The studio's original production mission was to produce a news documentary about the liberation of the Communist Party The surrender of Japan in World War II led to the split of the Manchurian Film association in 1946[5]. Some companies approved by the Chinese government merge with 'Yan an' Film studio and Northeast Film studio[6].


Later in 1949, the studio is forced to move to the city Changchun and officially renamed as Changchun film studio in 1955[5].However, the studio suffered a heavy financial loss for six years. To maintain profit, Changchun film studio is restructured from the government-owned film into the corporate enterprise, from highly concentrated to diversified, absorbing investment from society and independent films talents. In the later year, set up 16 subsidiary companies and built the first movie theme park in 2004[5]


The studio produced the first film with puppets, "Dream of the Emperor", its first cartoon, "To Catch a Turtle in a far", and "Bridge" the first Chinese feature film. The studio has produced nearly 300 feature films, 160 scientific and educational film, and more than 660 foreign films from more than 30 different countries[6]. Also, Changchun film studio delivered a large amount of talent to the society. According to the records, from 1946 the studio has trained many film workers, who later become very famous scriptwriters, cinematographers and directors[6].

The main influence of the film festival inChina includes three parts: Social impact,  local industry and urban development and Film industry development.

Social Impact[edit]

Changchun film festival is a platform for the continuous process of social information and become the voice for different group of people through fair and justice appraisal of films.[7] Therefore, it is considered to be an important role in building positive social influence.[7]

In 2018, the Changchun Film Festival redefined " The best movie". It not only focussed on the actor’s performance but also considered the positive energy this film spread in the society. Thus, it has encouraged the filmmaker to rethink what is the real meaning of the best movie, thereby contributing and adding more meaningful films to the society. For example, the Golden Deer award-winning film "Dead for Survival", courageously explores social issues (Yuan, 2018). This film is adapted from the true story of Lu Yong, a patient with leukemia who positively affected the reform of China's medical system. (Yuan, 2018)

Local industry and urban development[edit]

The impact of the Changchun film festival on urban development and regional brand value is relatively significant. Holding the film festival as a translation machine for a country, is an effective way to connect to the world[4] thereby increasing the attention to the Changchun Film Festival and the attention to Changchun city itself[8].People have a better understanding of the cultural heritage and connotation of the city itself, and more people are willing to travel to Changchun and work leading to expansion in urban space[4]. Based on these, it has promoted the development of the local tertiary industry and other services-related industry such as tourism, hotel catering and retail industry. Thus, Changchun film festival has represented a positive impact on the local industry and urban development[4]

The Changchun Film Festival has a very important influence on the development of the film industry itself[8]. The Changchun film festival has effectively strengthened the local cultural development, especially for China's film industry since the Changchun film festival has grown into a platform showcasing Chinese language films[8]. Chinese movies have startedto move from "Made in China" to "Made for the world" [9]

The local films and filmmakers could enter the international field of vision through media exposure [9]. In the past, the scale of China's film export is unsatisfactory and in recent years, China has become the world's second largest box office in the market with a revenue of 44 billion RMB [9]. Therefore, outside nations could better understand Chinese films and benefit from the exchange of film culture globally.

Future development[edit]

The Changchun Film Festival encourages the younger generation to create more high-quality films, thereby contributing to the future development of the film industry [10]. According to the 13th Changchun Film Festival, it not only focuses on the existing giant movies but also focuses on the microfilm of college students. Hence, providing young people with screens and display platforms to showcase their projects, thereby encouraging a new generation of young filmmakers to be more creative and contribute to the film industry[10]

Awards[edit]

Huabiao Awards, the Hundred Flowers Awards and the golden rooster awards are the three film awards that have been officially approved by the government to be used in the Changchun film festival[3]. These three awards are for Chinese filmsand television works.


The Huabiao Awards[edit]

The Huabiao Award was established in 1957. From the perspective of its founding history, the Huabiao Award is the oldest film award and has been identified as the "Government Award". In 1985, it was renamed "Best Film Award" by the Ministry of Radio, Film and Television[3]. From 1958 to 1979, the award was suspended and was re-used in 1980. It was renamed again after 1995.

The Huabiao award is an annual event, but after some adjustments in the last century, it is now once every two years with the Changchun Film Festival)[3].The name of "Hua Biao Award" comes from a winged ceremonial column, which is called "Hua Biao", a traditional Chinese architectural element[11] The award used at the Changchun Film Festival is one of the highest awards on the mainland[11]

Eligibility[edit]

The selection committee is composed of government officials and independent organizations, for example, the All-China Federation of Trade Unions[3]. However, with the commercialization of the Chinese film industry. Film directors and producers began to criticize the award criteria in Changchun film Festival, because the choice of the Huabiao Film awards began to consider economic requirements, such as requiring companies to invest 5 million yuan to participate awards competition.[3]

The Golden Rooster Awards[edit]

History[edit]

The Golden Rooster Awards established in 1981 as a biennial event with the change in routine in the Huabiao awards. Organized by the China Federation of Literature and Art and the China Film Association[13] .The slogan of the Golden Rooster Award is "Academic, Democracy, Debate" presented for the best film, director, actors and actresses.[13]

Eligibility[edit]

The award committee is composed of film industry personnel and film scholars. The selection criteria in Changchun film festival for the awards are to tap high-quality movies, be creative, avoid prejudice, follow good practices, and promote a positive spirit[3]. Due to the strict selecting criteria, sponsorship and the composition of selection committee members, the Golden Rooster Awards is identified as 'professional awards'[3]

The Hundred Flowers Awards[edit]

The Hundred Flowers Awards was established in 1962, the name is adapted from the slogan ‘Let the hundred flower bloom, and a hundred schools of thought contend" [15] In the initial year of the awards, 117,000 votes were cast in 1962. In the following year, the number of votes increased to over 180,000[3].  However, due to the heightening of political mobilization of the Culture Revolution between 1966 to 1976, the awards have been suspended for 15 years.[15] In 1980, which is the year that the awards were reinstated, more than 700,000 votes were cast that year. The Hundred Flower awards were annual until 2004 it turns to biannual bases in Changchun film festival. [15]

Eligibility[edit]

The selection committee is composed of the China Film Association and with the approval of the Awards organization committee and finalize the decision by the Chins Literary and Art Federation[3].The Hundred Flowers Awards demonstrate the excellence in acting[16]. Observing from its history, the hundred flower awards has been identified as the 'Audience awards', since it translates the importance of economic capital as reflected in the box office which highlights the importance of popularity among the audiences[16].After 2006, the Chinese-language films from Taiwan and Hong Kong were also made eligible for the awards.[17] (Hundred Flower Awards, 2010).
