This attack happened in the Shuja'iyya district of Gaza, Palestine, and specifically in the Al-Shejaia.[1] This attack was motivated by Israeli-Palestinian conflict, and they were trying to intimidate Palestinian journalist and media workers.[2] Along with Rami Rayan, sixteen other people died, and reports of injured ranged from between 160 and over 200.[3][4]

Description of incident[edit]

This attack on Shuja'iyya district of Gaza specifically in a market of the district, and it was planned and executed by the Israeli government. The attack was meant to target journalist and media workers, which is a war crime.[5] Rami Rayan along with wo other journalist, Mohammed Nour al- din al Deiri and Samah al-Aryan, died from firearms in the same attack at the Shuja'iyya market.[6][7][8][9] This attack was one of many at the time in the same area, and there was a partial humanitarian ceasefire at the time of the incident.[10][11] The bigger picture of this attack can be seen when looking at a series of similar attacks at the time that purposely singles out journalists as a target, and the code of war crimes is forgotten as the Israeli army moved to carry out their mission’s ideals.[1] In total, the Gaza conflict caused many Palestinian media journalists’ deaths and injuries, and 295 Israeli press violations took place.[12] This attack specifically was executed by the IDF with the use of artillery fire.[13]

Perpetrators[edit]

The Israeli government executed the attack on Shuja'iyya district by shelling the area, the attack was performed during a four-hour truce that the Israeli army requested. They decided to go along with the attack because they wanted to target many journalists in the area to stop the propaganda against them. The IDF claimed that nothing illegal happened at the attack that killed three journalists, including Rami Rayan, and the IDF Military Advocate General Danny Efroni decided not to open an investigation into their deaths.[14][11][15]

Rami Rayan[edit]

Rami Rayan (1989 – July 24, 2014) was a Palestinian photojournalist for Palestine Network for Press and Media, and he was killed in the attack on Gaza.[6] Rami Rayan was reporting from Shuja'iyya at the time of his death, and though he was marked as “PRESS” on his vest and helmet, he was found among the dead in from the attack.[14]

Rami Rayan, a Palestinian photojournalist, was in the Shuja'iyya market at the time of the attack. He was wearing a helmet and vest that was marked “Press” when he was found among the dead in the area.[5] Rami Rayan was in the line of defense working to bring the news of Gaza to the world.[1] He along with two other journalists died in the same attack at this market. Rami Rayan often covered Human Rights, political, and war stories for his job at PNJM.[6]

Impact[edit]

This attack was a planned as an attack on journalists to end the propaganda against the Israeli government.[2][5] This attack is one of many attacks against journalists, and the Israeli government has a history of attacking journalists.[12] It Is seen that the government has no consequence for this crime, because on their long pattern of offensive and the quickly moving media stream forgets the government’s previous crimes.

Reactions[edit]

There were many of Rami Rayan’s colleagues that reported on his death after the attack. The attacks on Rami Rayan and other journalists from these attacks brought reactions of sadness because it is journalist are killed for trying to bring the news to the media. The IFJ (International Federation of Journalist) said his condolences to Rami Rayan’s family and asked for an end to the atrocities that happened in the Gaza conflict.[10]

the director-general of UNESCO, said, “I deplore the deaths of press photographer Rami Rayan, television journalist Sameh Al-Aryan, TV presenter Ahed Zaqout and newspaper journalist Mohamed Daher following the shelling in Gaza.”[16]

A spokesperson for the Committee to Protect Journalists, Sherif Mansour, said "We condemn the killing of Palestinian journalist Rami Rayan in Gaza by the Israel Defense Forces. Israel is showing little evidence to back its claim that it tries to avoid civilian casualties, including those of journalists, in its assault on Gaza."[citation needed]

The Palestinian Journalist Bloc also released a statement condemning the targeting of press and journalists saying, "The Israeli army had crossed all red lines by targeting reporters and shattering international laws and norms."[17]

After the attacks slowed in 2015, the U.N. Independent Commission of Inquiry was published on the 2014 Gaza Conflict. This report showed that the IDF (Israeli Defense Force) too full precautions in minimizing civilian casualties, and this included journalists.[11]
