I mostly agree with SCZenz's webcomics proposal, however I feel it still is missing something. I will try to outline a proposal of my own on this page:

Proposal

1. Noteability: A factor in considering notability is how unique the subject matter, or if they are the first in the area.
2. Crossovers: I think crossovers between comics is a good indication of notability.
3. Collaboration: If a webcomic has canonical collaboration with another artist/writer (ie, another does the art or writing and it is part of the cannon of the comic).
