The Semashko system is a model of a centralized national health-care system, in which health-care services are provided by a hierarchical system of government agencies, united under the Ministry of Health and financed from the national budget. The provision of medical services to citizens of the country is assumed to be universal and free, a special place is given to work on social hygiene and disease prevention. The system was first developed and implemented in the Soviet Union under the leadership of Nikolai Semashko and bears his name; various versions of the system were used all over the world, mainly in the countries of the Socialist Bloc. After the collapse of the world socialist system and the collapse of the Soviet Union, the national health care models of the new states were reformed in the direction of decreasing centralization and increasing the share of paid services.
