At the top of the non-binding RfC that I posted at Wikipedia:Village pump (policy)/RfC: Wikimedia referrer policy the closing comments said

"From the below discussion, there seems to be a consensus for Question 5 (As far as possible/practical, should referrer information contain no information? (silent referrer))."

and

"The majority seem to favour prioritising user privacy over assisting external sites.".
