Department of Primary Industries Building was designed by the influential Charles Tiffin, a prominent Colonial Architecture throughout the Mid-19th century within Queensland. It was constructed adjacent to the northern bank of the Brisbane River (99 William Street, Brisbane, 4000) by John Petrie between 1865-1899. Primarily consisting of brick and metal sheeting (rib and pan), the structure was comprised utilising the load-bearing brick method, enclosed by hipped roof form. Originally the building provided the primary location for the Immigration Depot for Penal Settlement.

The building highlights the characteristics of the early Queensland Colonial Government infrastructure, and the significance of immigration in developing the colony's future and potential. The structures relationship with Queen's Wharf, the centralised hub for transport and commerce of the Penal Settlement reflects the development of the government precinct blueprint within Queensland.
