I am afraid to say that should we grant adminship/bureaucratship to a computerized program, such as SuggestBot, it may be repeatedly denied by external sites, with messages similar to this well-known one from Google: "We're sorry, but your computer or network may be sending automated queries. To protect our users, we can't process your request right now." If this happens, SuggestBot will do nothing but keep trying until it succeeds (which it will likely never do), eating up our resources along the way.
