JA’AFAR was born into the Royal family of Toungo in the year 1956. His father Muhammad Gabdo whose marriage to Aisha Bello Gabdo produced this inspiring son ruled the District of Toungo for more than fifty year before his demise.

JA’AFAR started his early education at the then Native Authority Primary School in Toungo in the year 1963 and obtained his first school leaving certificate (FSLC) in 1969. From here he proceeded to Government Secondary School Ganye in 1970 and obtained his West African School Certificate in 1974. He is amongst the pioneer students of the then Federal School of Arts and Science Mubi and obtained his GCE in 1977 which qualified him for entry into the prestigious Ahmadu Bello University Zaria in 1977. JA’AFAR is also amongst the pioneer graduates of four year degree programme of ABU Zaria and graduated with the B.Sc. (Agric) in 1981. In 1981/82 he served the Mandatory Youth Service in Port-Harcourt, River State after which he joined the services of the then Gongola State as an Agric Officer (A.O. II) in August 1982 and posted to Gombi. In April 1983 with the advent of World Bank assisted programme he was seconded to Gongola integrated Rural Development Programme and posted to GA’ANDA as a Block Officer. In GIRDP he rose through the ranks to become a Zonal Manager when the programme metamorphosed into ADP, having served as Sectoral Officer, Zonal Research Officer, subject matter specialized (Crop Production/Protection) and Zonal Extension Officer. During his stay with the ADP JA’AFAR has served in virtually all of the local governments of the then Gongola/Adamawa. In the year 2008 having served for twenty six (26) years, he was further seconded to Adamawa State independent Electoral commission where he supervised the conduct of a hitch free election in Yola North Local Government Area. In 2009 he was promoted to the rank of Deputy Permanent Secretary and a Permanent Secretary in February 2011. He served at the Ministries of Chieftaincy Affairs, Agriculture, Livestock, Labour & Productivity and in Presently at Adamawa State Pension Board.
