state of emergency affecting the supply of that commodity (s.15(1))
abnormal circumstances prevail or are likely to prevail in relation to the supply of any commodity
fix the maximum price at which that commodity may be sold,
fix the maximum charge which may be made for rendering, in the course of carrying on any trade or business, any service affecting the supply or distribution of that commodity.
If and whenever and so often as the Government is satisfied that the ordinary courts are inadequate to secure the effective administration of justice and the preservation of public peace and order (s.35(2))
If and whenever and so often as the Government makes and publishes a proclamation declaring that the powers conferred by this Part of this Act are necessary to secure the preservation of public peace and order (s.3(2))
