The proposal and idea can be found at Talk:Striped bass. Please comment on that talk page about the concept, if you don't mind.

The idea is, briefly:

The Striped bass article is very heavy on the fishing-related information, possibly to the detriment of the article.
One possible remedy is to split the fishing information in a summary-style fork to two separate articles.
These sandbox pages are being used to set up the edit, for discussion and (possible) execution.
