Carlos Foradori
Dr Carlos Foradori has been Vice-Minister of Foreign Affairs of Argentina since December 2015

He is a lawyer. He also received his PhD in Political Science from Universidad del Salvador, Argentina, where he also completed a Masters degree in International Relations with honors. He completed his Masters in Public Administration from Harvard University, Massachusetts and pursued his Masters in International Public Policy from Johns Hopkins University, Washington DC. Dr. Foradori has a Postgraduate on “Negotiation and International Conflict Resolution” from Temple University, Philadelphia.
He joined the Foreign Service and graduated from the Foreign Service Institute with honors. He held many positions among others, he was Political Counselor at the Embassy of Argentina in Washington for many years. He held different positions at the Ministry of Foreign Affairs after which he served as Ambassador of Argentina in Zimbabwe and Guatemala. Before being appointed as Vice Minister, he was assigned to different posts at the Ministry of Foreign Relations, among others, Director of the Department of Federal and Electoral Affairs, Director General of Foreign Trade Strategies, Chief of Cabinet of the Secretariat of Institutional Relations and member of Cabinet of the Vice Minister.
He was the Chief negotiator in the negotiations that led to the agreement on the last border dispute with the Republic of Chile on the Continental Glaciers in 1998. He also Headed the “Working Group on the Question of the Malvinas Islands" that led to the Communications Agreement between the United Kingdom and Argentina in 1999. He was Chairman of the States Platform of the International Strategy for Disaster Risk of the United Nations (ISDR), and a member of the Panel of Governmental Experts on the issue of missiles in all its aspects that advise the Secretary General of the United Nations. Dr. Foradori was also Professor of History of Political Theories at the University of Salvador and Professor of International Public Law at the Faculty of Law of the University of Buenos Aires.
He published, among other works, “Policy Poverty and the New Paradigm in Argentina” (Grupo Editor Latinoamericano, Buenos Aires, 1993) and a Chapter on “International Boundary” in the new “Manual of Public International Law” published by editorial "The Law" in 2012 .
