Donald Davis Francois (1932-) was an American-born naturalised Australian who served as director of Fisheries of New South Walesfrom to. He was first appointed as senior biologist, taking up his position in August 1962 [1][2][3] and then director when Fisheries was made a department with a director reporting directly to the minister at which point he had to be an Australian as an advisor to the minister.

Francois earned his Ph.D from Cornell with a thesis entitled , which concerned work done as a Fullbright scholar in Australia. He first arrived by boat (the Oronsay) in January 1958[3] with the Australian Museum as his host institution, staying initially at Wesley College.[3]
