Abuse of admin privileges[edit]

I have examined many of Koot’s edits on WP and have serious concerns that he acts too quickly on ill-informed judgments. When this is pointed out, rather than taking time to assess he reacts quickly with poorly formed responses.

I had cause to examine Koot after he reverted me then blocked on the same page Chiropractic. Despite my request at the time, Koot has still not explained why he abused his admin privileges 3RR states "Except in cases of spam and vandalism, an administrator should not block users for 3RR if they themselves have reverted that user's edits on that page. Instead, administrators in this situation should make a request at the administrators' noticeboard if they believe 3RR has been broken."

His bulk revert of my work reverted good edits, including by Arbitrator Charles Matthews.

When his abuse of privileges was pointed out he changed the topic and soon after appeared to stop editing, leaving me blocked.

This is not the first time he has acted inappropriately. Even by his own admission • 21:35, 8 March 2006 R. Koot unprotected Al-Khwarizmi (i'm too closely involved to protect) • 21:28, 8 March 2006 R. Koot protected Al-Khwarizmi (edit war [edit=sysop:move=sysop])

For the following 3RR blocks Koot has only blocked one user, despite other users also violating 3RR

  • 19:01, 21 March 2006 R. Koot blocked "Mostssa (contribs)" with an expiry time of 24 hours (3rr vio at Tourism_in_Croatia) Mostassa discussed his edits and reasons on the talk page and was abused for his troubles. EurowikiJ despite disruption and 3RR was not blocked (need to check if this is true).
  • 09:33, 13 March 2006 R. Koot blocked "Realek (contribs)" with an expiry time of 24 hours (3rr vio at Macedonians (ethnic group))

18:05, 11 March 2006 R. Koot blocked "Blueboar (contribs)" with an expiry time of 24 hours (3rr vio at freemasonry), despite the fact the User:Keystrokes and others had many more reverts, and had been the disruptive one. A simple look at the history page shows Keystrokes saying “It is quite clear masonic editors built in bias should preclude them from editing this page”

In reverting me Koot had blocked User:steth before who reverts scientific information. Koot should therefore have known about steth’s history. 03:57, 12 March 2006 R. Koot blocked "Steth (contribs)" with an expiry time of 24 hours (3rr vio at pseudoscience)

The following Koot blocks need explanation. Their timing appears to confirm a tendency not to review matters carefully before blocking . • 19:07, 6 March 2006 R. Koot blocked "Arianitr (contribs)" with an expiry time of 8 hours (3rr violation on Gostivar) • 19:06, 6 March 2006 R. Koot unblocked Arianitr (contribs) (shortening block) • 19:03, 6 March 2006 R. Koot blocked "Arianitr (contribs)" with an expiry time of 24 hours (3RR violation at Gostivar)

The recent block by Koot of User:tbeaty repeats the pattern of acting too quickly.

Koot’s block of User:Mostssa 19:01 21 March for 3rr on Tourism in Croatia was similarly flawed. Mostassa discussed his edits and reasons on the talk page and was abused for his troubles.

During my examination of these issues I also noted a tendency for error in the following admins (please note we all make kistmakes and I pass no particular judgment): Ardenn William M. Connolley Geni (reverting and blocking on same page)

Given the fact that this complaint against R. Koot contains several (in)direct references to me, I feel I should draw one's attention to the following:
The claim that I had breached the 3RR on the 21st of March on Tourism in Croatia is not correct. The list of my reverts in that period is as follows:
[13:49, 23 March 2006]
[20:47, 21 March 2006]
[16:59, 21 March 2006]
[16:37, 21 March 2006]
[08:00, 20 March 2006]
Therefore, R. Koot could not block me for breaching WP:3RR as it has been suggested by User:Mccready .
User:Mostssa, however, did break the rule on the said day which is documented here. In fact, the user explicitely dismissed my warning given on the discussion page. According to WP:3RR R. Koot was perfectly entitled to the measures he took against User:Mostssa.
On closer inspection, User:Mostssa had previously also broken the 3RR on the 18th of March, as well as between 14:33 March 16 and 10:38 March 17. I failed to report these incedents as I did not monitor the page in question. Also my interpretation of the 24 hour period covered by the 3RR was flawed.
As for other Mostssa's contributions, I shall refrain from commenting seeing that I am one of numerous users (not sockpuppets!) who have objected to the inclusion of his statements into the article. The article's discussion page, and more vividly, the history page that allows one to track one's contributions provide an excellent insight into the whole matter. EurowikiJ 11:05, 29 March 2006 (UTC)
