My thoughts on how the rights on WP to fix the admin problem.

Trusted User:

Joe Schome has done some work and shown that maybe… he can do a bit more.

Granted when a Bureaucrat on their own, or three other trusted users/custodians nominate them on a request page, with no opposition. Can be revoked at any time by a Bureaucrat.

This is the default group for the community of established users. All these abilities are reversible by other users in the group. Basic Editor rights that can be reverted if abused.

Joe Schmoe after working on the project for a while, wants to get into the more technical aspects of WP.

Granted to a trusted user, who is nominated by another trusted user, and granted approval by a Bureaucrat after a discussion. Can be revoked by temporary injunction of any three trusted users, pending a full review of the actions.
