The purpose of the memorandum is to "establish policy and procedures for the establishment of operational sites and the provision of HNS to NATO forces in, or supported from the HN, during NATO military activities." The protocol is intended as a basis for planning. Its practical application will be decided by the parties on a case-by-case basis.[1] The protocol defines the conditions under which Finland, as host country, can provide support, information and protection to the forces.
