By late spring 1941, Swedish intelligence suggests a German attack on the Soviet Union is imminent. The Swedish government expects, that should this attack be realised, Germany will demand far-reaching consessions, which if granted, would pull Sweden out of neutrality, and into the Axis, and if rejected, would at least worsen the supply situation drasticly, and at worst lead to a German invasion.
