Rex Edwin Robards was born in Paducah, Kentucky on 20 January 1952. He is the son of Lewis Franklin Robards, Jr and Carolyn Sue Cook Robards.

Rex spent most of his childhood years in Memphis, Tennessee where he lived first on Leroy Street in North Memphis and then at 4929 Brentdale in Parkway Village on the southeast side of Memphis. He attended Wells Station Elementary School, Knight Road Elementary School and then Cromwell Junior High School in Memphis.

At the age of 15, Rex moved with his family to Coldwater, Mississippi just 30 miles south of Memphis, Tennessee. There, he graduated from Coldwater High School before attending the University of Mississippi at Oxford, Mississippi. As an undergraduate, he majored in Mathematics with minors in Biology and Chemistry. He was the recipient of a German Government Prize for first year study of the German language.

Rex spent the majority of his professional career working as an engineer, first as a controls engineer designing electro-mechanical and pneumatic control systems. But, after five years, he became focused upon software projects and spent the next 30 years working as a software engineer, employed in the design of projects that included projects in telephony, and SCADA, as well as systems for travel reservation and hospital management. He received his Master's Degree in Business Administration from the University of Texas at San Antonio in August of 2004.

Rex Robards became a Texan by Choice in May of 1982 and resides in the sparsely-populated rural ranch lands of northern Pecos County in far west Texas. He is an amateur musician, as well as a website designer, programmer and administrator. He speaks English, German and Spanish.
