Social Accountability Monitoring ...

Social Accountability Monitoring (SAM)^[1] is a tool that tracks the annual planning, budgeting and monitoring cycle of government. It is the realisation of basic socio-economic rights and capabilities by monitoring five major processes for governance and accountability:

   Process 1: Planning and Resource Allocation
   Process 2: Expenditure Management
   Process 3: Performance Management
   Process 4: Public Integrity
   Process 5: Oversight

SAM monitors the systems and their integrity rather than isolated events or individual actions in order to identify weaknesses in the system and to advocate for their being addressed. It also monitors the right to information about decisions and actions taken by public bodies on our behalf to achieve this and the right to obtain explanations and justifications for these decisions and actions. Lastly, it assesses the right to express an opinion regarding these decisions and actions to any audience of his/her choice.

Starting point - Social Accountability is a Fundamental Human Right

All persons have a right to obtain justifications and explanations for:

the allocation and use of public resources from duty-bearers entrusted with responsibility for these resources, (whether intergovernmental institutions, government officials or private service providers) and the performance of duty-bearers in progressively realising the human rights of those they serve.

‘Conversely, duty-bearers have a duty to:

provide justifications regarding their decisions and performance and to take corrective action in instances where public resources have not been used effectively to realise human rights and capabilities.
