Reparate is a word[edit]

When I try to edit anythinmg I am told I have been banned "Your user name or IP address (143.252.80.100)" for repeat offences, and yet I have hardly ever edited anything and have received no warnings. Fair use rationale for File:RIC Crest.jpg[edit]

Thanks for uploading or contributing to File:RIC Crest.jpg. I notice the file page specifies that the file is being used under fair use but there is not a suitable explanation or rationale as to why each specific use in Wikipedia constitutes fair use. Please go to the file description page and edit it to include a fair use rationale.
