Operation Sunrise was a test of the Strategic Hamlet Program. Peasants living in the four provinces surrounding Saigon were relocated by force to Strategic Hamlets. Only 4 of the planned 14 hamlets were finished, with the main hamlet, Ben Tuong, in a bad shape. Ben Tuong was overrun by Viet Cong forces in August 1963.
