Local government in Kentucky describes government below the state level in Kentucky. The modern Constitution of Kentucky lists only two types of local government in the state—city government and county government. City governments themselves are divided into two types, first-class and home rule-class.
Over time, exceptions were made for the cities of Louisville and Lexington and their respective Jefferson and Fayette Counties, owing to their larger populations and necessary extensions to their local governing powers.
