2020 Russian constitutional referendum[edit]

I've been reading the article for the 2020 Russian constitutional referendum, and left a request for clarification on some things. But I also saw on the "talk" page that you seem to know a bit about this, so perhaps you could answer some questions.

1. It is unclear to me if the current amendments change parts of Chapter 9 in the Russian Constitution. The Constitution says that Chapters 1, 2 and 9 can not be revised by the Federal Assembly. But it seems the drafted law to amend the constitution at least changes Chapter 9 for this particular draft law. Does this draft law amend Chapter 9?

2. The draft law sets up an alternative approval process for the bill, but is it the view of critics that the "All-Russian vote" is not legally binding regardless of what supporters say? That the amendments are already legally passed through the Federal Assembly? What is the opinion on both sides if the amendments are voted down in the "All-Russian vote?" --Criticalthinker (talk) 09:04, 30 June 2020 (UTC)[reply]

1. The amendment law does not affect the fundamental principles and does not provide for amendments to chapters 1, 2 and 9. In this regard, a referendum is not required. However, in connection with the so-called will of President Putin, a nationwide vote will be held.

2. In this law on the amendment to the Constitution of the Russian Federation of March 14, 2020, No. 1, the first article describes all the amendments made by the president, and article three says that the first article will enter into legal force only if 50% of those who voted during the all-Russian vote approve. Putin said that if the people do not approve the amendments, they will not be accepted. Thus, he himself complicated his life, apparently wanting to legitimize the extension of his powers in the eyes of the nation. If you still have questions, I am ready to help.

Your English is quiet good. You do not have to apologize. On that second question, though, if the amendments have already been approved by two-thirds of the State Duma and Federation Council, and then two-thirds of the federal subjects and signed by the prime minister...doesn't that mean they are now basic law regardless of the outcome of the "All-Russian voting?" The president can not just simply "de-enact" the amendments if they fail in the public vote, can he? --Criticalthinker (talk) 20:52, 30 June 2020 (UTC)[reply]

In principle, in Russian realities, Putin can say anything on July 2 and ignore negative voting results. However, from a political point of view, this strongly delegitimizes him, as he has repeatedly said that only in the event of approval will the amendments enter into force. -- Пэйнчик (talk) 05:25, 1 July 2020 (UTC)[reply]
