If I am not blocked, why does it say I am blocked?

Is it possible someone else has a VPN on without your knowledge? The IP address you give in your message is different from this one, which would suggest a VPN. Try clearing your browser's cache. As we see no block on this IP directly, there is nothing more that we can do. This IP is 120.29.108.201 and your initial message had 172.83.40.0/22, meaning that something is in operation that changes your IP. My IP address has not changed. Otherwise, why would we be on the same page? Don't different IP addresses have different talk pages? You want me to tell you my ISP name? What is yours? Also, if non-residential ISPs are banned, does that mean students can no longer edit wikipedia? What about mobile internet? The point is that something is causing your IP to be different than what Wikipedia picks it up as. Typically, this is a VPN, proxy, or webhost, which are all used by vandals to evade detection and blocking. You say you are not using a VPN/proxy/webhost- but something is going on to prevent you from editing. I can accept that you may not be aware of what that is, but we have told you everything we have to tell you. The only other option you have is to first request an account at WP:ACC, and then with that account request an IP block exemption per the instructions at WP:IPECPROXY. 331dot (talk) 18:10, 9 March 2021 (UTC)[reply]
I don't even know what a webhost is. And while I have one of the most expensive ISPs in the world, I can't dish out money for a VPN. I don't go to porn sites or anything, so I don't see why I would need one. Your advice is wrong though. I did this before on wikipedia. This same crap happened.
