It is quite clear that the article has essentially been vandalized from the original post.

There are multiple fallacious claims in the new article. For example, it states that a co-founder of NCCM was associated as an unindicted co-conspirator in the Holy Land case. Every link that is assoicated to simply does not link back to the suggested assertion, with the exception of Tom Quiggin - who was found to have spread defamatory content in relation to this issue: https://www.cbc.ca/news/canada/toronto/islamic-relief-muslim-charity-canada-terror-1.6870177

The article now has essentially an extremely biased core thesis: that NCCM supports Hamas, and did not condemn Hamas after October 7. This is simply categorically false, as can clearly be seen here: https://x.com/nccm/status/1711459194597970419?s=46&t=Epn9DhxSOy3w6LpH0_VpOQ

And dozens more too numerous to count.

From an editorial perspective, it seems quite clear that the article has simply been re-written with an attempt to smear the reputation of NCCM, without much regard to actually linking to fact.

It also seems that the editor believed that UNRWA funding should not have been restored. That is a fair argument to make, but the writing is highly biased and not-sourced.
