Your own NYT source does not describe the Heilongjiang measures as a lockdown, so stop with the egregious original research. An exact quote is Other cities in the region have also imposed restrictions, which include preventing outsiders from visiting other neighborhoods and warning residents to stay away from high-risk areas, which comes nowhere near even the shelter-in-place orders in much of the U.S., let alone the requirements in Italy and Spain to have papers to leave one's residence, to say nothing of Wuhan.
